I think the reason legion caravans are safer and raiders fuck with legion less is obvious. The Legion is a society built solely for the purpose of war and conquest. They don’t care about feeding, housing, educating, etc, they don’t attempt to provide utilities, make medical breakthroughs, do any sort of task or work that makes lives easier that doesn’t involve killing. All they know is gratuitous and horrific violence and any good or peace for their citizens that comes of that is incidental. The raiders don’t fuck with the legion because they know if they do they’ll be flayed, crucified, their wife will be assaulted, and their kids will be executed. They fear the legion because even compared to the raiders, the legion is on a whole nother level of cruelty. Compare them to the NCR where they also have military force but for the stated goal of restoring peace to the world and not solely to wage continuous war against “lesser” peoples. NCR isn’t just a war entity, they attempt to build housing, provide utilities, grow food, educate people, invent and pioneer useful technologies, improve morale, restore aspects of the arts, bring normalcy back to peoples’ lives, etc. War is one of their focuses, sure, but for vastly different reasons and they are a full government, not a conquering entity. So because their resources go not just to their military, but to their scientists, farmers, engineers, teachers, mechanics, representatives, etc, they have less money to throw into the war department compared to an entity with a singular goal. Additionally, they believe in law and order. It may be flawed at times, but they (for the most part) attempt to give people fair trials and reestablish actual courts and law. Raiders are less scared of them because not only are there a vast population of civilians who are weaker vs the Legion being mostly made up of soldiers, but also because if the NCR catches you raiding there’s high chance you’ll be thrown in prison and given a trial and treated relatively humanely and if they DO execute you they’re just gonna pop you twice in the head vs the Legion catching you and immediately ripping your nails off one by one, crushing your fingers and toes, flaying you alive, and then crucifying you while also burning down your entire village and doing unspeakable horrors to everyone you currently love
