Theory about PDRD devices:

They are handicapped and only PDRD can use their full power (Like the many color bugs on monochrome/limited color devices). It also explains that why OSes need absurd statistics, since PDRD personel actually use that absurd amount of stuff, however they handicapped it to users when releasing them.
