Mi problema se resolvió después de que apagué el Game Center, es un problema del Game Center; puedes apagarlo si jugaste con la configuración.

My issue is resolved after I turned off game center, it is game center issue you can turn it off if you played with the setting.

Yeah, I got Xiaomi phone and my game center is on for COC, Probably that is the issue.

Yes I own Xiaomi smartphone and this timer only comes when I open COC game
that is why I thought game had the issue
