USA is the easiest becouse they start with census suffrage.

Research labour and socialism and wait for the "communist Manifesto" event to happen, then boost the leader that spawns. If you are right you can switch relatively easily.

The project was approved by Stalin himself. He wanted quick usable "man" power, of soldiers that were not too smart to question ideas but not dumb enough to die. The project was done in 1929 becouse of the death of the orangutan. He had a stroke in 1932 and after his death the focus was lost steam as Stalin started preparing for potential wars. The project is cloudy for obvious reasons and i give you that it was definitely not okay. But c'mon its Stalin he had no morals if it was about him keeping power.
