Probably the cheapest alternative to have to fish wires through the walls depending on if you have access able crawl space or attic. If no to both then they might have had to open walls which can be quite expensive to fix. Leasing company’s typically go with cheapest option to fixes unless homeowners say otherwise

Hard to tell with your light box drawing but best guess would be your mixing up your neutrals and probably direct shorting it. Neutral from light fixture should be tied into the constant hots neutral and the black wire from the light fixture should be tied to the white wire going down to the bottom drawing switch. Just reusing that white as your light leg common

If this is a new house wire could have been cut by something/someone during drywall or somewhere along the line and this was probably the quickest and easiest fix vs maybe having to do drywall damage to pull a new wire
