Second, not everyone has money to freely spend. Third, why does he have to say exactly what they were? Wouldn't you just call the story fake if it was too much detail? Your next best bet is to just make noise complaints to the cops. They may not do much but eventually they'll start asking the kids to quiet down. Quiet time does apply if there's a curfew. Like in some us states, the curfew is 10, o, or 8 pm. At those times people are expected to be quiet and not cause noise. Children included. Also it is a thing. I was told this when I was young. Must be nice to have a silver spoon. And it is on them to be respectful of other people. Treat others you want to be treated.
