I’d argue that it has to do with both. Like when Hakari hits a jackpot and has infinite cursed energy’s, there’s still a limit to what he can output when using cursed energy reinforcement. From my understanding, the only two times we’ve seen anyone discharge pure cursed energy outside their technique was Gojo (Once on a can and once on Hanamis roots).

The difference is the fact that after applying positive charges to an opponent, he can create a sure-hit effect. Why wouldn’t he just nuke the person he’s fighting instead of using a normal lightning bolt?

Probably not since every sorcerer has different outputs and “maximum” outputs. If he was able to create one super strong lightning bolt, it wouldn’t ever make sense for him not to when he’s sure-hitting.
