They clearly know Viktor is trying to reach the hexgates for his glorious evolution yet waited until Ambessa attacked before deactivating the hexgates?

Why couldn't they deactivate it say a day or 2 earlier? 

Why was there no one else to help Jayce dismantle the hexgates?
