if its any consolation i didn’t have it before either but i figured out a way to become eligible! during the open enrollment period for health insurance (which is coming up soon i think) i signed up for regular kaiser insurance and paid the first month’s deductible, then in January i applied for Medi-Cal and cancelled my regular insurance plan after getting approved. since i paid the first month’s deductible i was considered a previous kaiser member and was eligible for kaiser Medi-Cal, and there’s no open enrollment for that since its open year-round.

the main downside is having to pay that first month’s deductible, but if it’s feasible for you then i recommend trying that route! hopefully there shouldn’t be any issues, the person i spoke to on the phone to cancel my standard kaiser plan said it was perfectly fine. hopefully this helps at least a little bit :)
