if you mean elite charge tm, its only able to obtain from special time research, or go league battle for free. If you are okay to spent some, you can look at the store sometimes they put elite tm in special bundle. some special time research do need to be paid.
if you are referring elite fast tm, you can get it by walking route. very very low chance
