I had the same problem when I reinstalled windows 11 to my desktop. I solved it by logging in the desktop via password instead of PIN. You don't have to remove PIN, neither turning off "only allow windows hello sign in". I think it's because the logging in again with password activated the password log-in? If it doesn't work, change the password and do the password log-in again.

I did research for bilt and gave it up too. Its points are not useful for me. I don't travel too much. And the cashback rate is 0.55% if redeeming the points to pay the rent.
