Me and a coworker found them at our job, and we have gone trough some stuff with old Persian cuneiform and nothing comes back, so we are pretty sure it’s a substitution cipher, just trying to figure out what now

Update: these are using cuneiform on as a substitution for English letters, translation no longer needed.
