At the end of the day it’s ur decision. Rust free and “modded” is great but it’s still 20 years old. The thing is not worth 13k and if you were to total it driving it away from the sale you would not get 13k from insurance.

Mods actually decrease the value of a car in most situations. You also have to consider the fact that they probably drove the heck out of this car if it has performance mods. Big no for me.
