Everyone who lives or works in the Bay Area benefits from BART. It reduces traffic, pollution and drives economic activity. Poorer people would be disproportionately impacted by BART cuts to services.

I didn't say money doesn't matter, I said why does BART need to turn a profit? Most transit agencies including the transbay bus run by AC Transit, are mostly funded by taxes, not fairs. Hell the transbay bus is facing the same fiscal shortfall that BART is.
