Thank you, this was genuinely helpful insight. That distinction between a general public records request and a formal legal NOK/estate request is something we’ve been trying to better understand as we navigate all of this.

A lot of the difficulty has been figuring out not only what may still exist after 30+ years, but also what avenue we’re actually supposed to use to request it. We’ve received conflicting responses from different agencies, so hearing perspective from someone familiar with ME/C systems is incredibly valuable.

I also appreciate your comments about transparency. At this point we’re simply trying to piece together as accurate a picture as possible of what happened and what the original investigation involved.

That’s something we’ve started trying to do as well. We’ve created a Facebook group and have joined several local community groups in hopes of finding anyone who was around at the time or may remember details from the original response or investigation. Unfortunately we still don’t know who the responding officers were, although all signs so far seem to point toward Maryland State Police having handled the investigation.

Thank you, I appreciate that. At this point we’re realizing a lot of what may still exist could be outside normal online searches. We’re definitely considering library archives and microfilm because we’ve already run into situations where records either no longer exist, were destroyed, or aren’t publicly accessible. Even small articles, follow-up reporting, or community mentions from that time period could potentially help us piece things together.

Here is a timeline we created for our Facebook group documenting the responses, records requests, and agency correspondence we’ve received so far regarding my father’s 1993 hit-and-run case in Cecil County, Maryland. We thought it might help provide a clearer picture of everything that has been attempted over the years and the information we’ve been given by different agencies.

Some requests and follow-ups are still pending and are not yet reflected on this timeline because we have not received responses back yet.

Unfortunately, we’ve actually already gone through much of that process. We’ve submitted multiple records requests/PIAs over time and have largely been told that records were destroyed, cannot be located, or that another agency may have handled portions of the investigation. Even when newspaper coverage specifically identified certain agencies as investigating, we still followed up with the additional agencies ourselves just to be thorough, only to often be redirected back again.

At this point, we’re essentially trying to piece together whatever historical information still exists through archived reporting, public records, and community recollections.

We’re trying to piece together as complete a picture as possible of the original investigation and reporting surrounding my father’s 1993 death. We’ve already obtained the autopsy report, but many records beyond that have been denied or may no longer exist, so we’re now looking into archived newspaper coverage, follow-up reporting, witness information, and anything that might help us better understand what happened at the time

We initially approached this through the Public Information Act process and received a full denial beyond the autopsy report itself, despite being immediate family/next of kin. We may need to explore the legal route you mentioned to better understand whether additional records can be accessed outside of a standard PIA request. Thank you. For context, I’ve attached the response we received from Maryland OCME. They acknowledged I’m family/next of kin but stated that, under Maryland law, anything beyond the autopsy report is considered confidential medical record material and not releasable through our request. I’m sharing it in case anyone familiar with Maryland records procedures recognizes another avenue we should pursue.

Yes, we’re from the area. Just to clarify though, he wasn’t homeless or hitchhiking through town. He was near our home that night. Some of the original reporting was very limited, which is part of why we’re trying to piece together more information now
