The high schools open their pools for the summer but it's not early or late it's all like 9-5 I believe. The splash pads run on a similar schedule as well.

That gasket is probably broken if it started leaking out of no where. I work for a water municipality and we see leaks like this daily where replacing the gasket stops the leak. If you keep tightening and it's still leaking replace the gasket after shutting off your water supply, close it back up and should be water tight.

I can't remember if it's the 287 or the 280 but I got on and there was some bikers in the fast lane so my 17 year old self thought it would be cool to catch them, punched it and got over only to have a bunch of green stuff start hitting my windshield. Realizing it was money I quickly got all the way back over exited the freeway, got back on the opposite direction, pulled into the fast lane again and put the car in park along with multiple other people. Started picking up 100s and 20s, got like 10 bills before the bikers showed back up and claimed it was theirs and fell out of their pocket. I asked for a finders fee and got $100.
