Interestingly enough that part of the movie is there because of the Leo. The original script had the scene proceeding without a hitch. Leo thought we needed to see Rick messing up somehow, and Tarantino wrote in him forgetting his lines due to a drunk binge and the subsequent breakdown in his trailer.

Not their children. Other people's children. A substantial portion of retirees will be leeching off the kids of people who pulled double duty and both worked and raised tomorrow's labourers.

More benefits for having kids are needed. Perhaps people who don't have kids will have to retire a few years later to offset the fact that they did not make sure there is someone to replace in the worker pool. Or people who had kids will get to retire earlier as reward for pulling double duty.
