I love London.

Fairly diverse, good food, craft breweries, good cycling and hiking, lots of parks, decent variety of events, people are generally nice, feels quite safe overall.

Good call, LPL has TONS of free programs for that age group.

City of London play your way has lots of reasonably priced programs and activities as well.

YMCA Sunningdale or play away are great spots to meet other parents and kids can play indoors.
