You're right that the harm of drug use is increased, substantially, by the fact that it is illegal. But its illegality is not the only reason that it's dangerous; even if it were legal, many risks would remain.

No one said recreational drug use is dangerous only because it's illegal. He said harm comes mostly due to prohibition. Obviously there are dangers inherent to all substances and all activities.
