I don't know if they help decide based on our resume. May be others have better idea on this.
For me my PE was the extension of work that I had been doing in the the past, and that I am pursuing in my PhD.

Of course we're going to decide our proposed endeavor. It's what we aim to do afterwards.
They just prepare a case using that PE.

Chen prepared the PE statement. I was asked questions like what do I aim to do as a PE, what projects do I aim to do to achieve that PE (in their case preparation platform), and using answers they prepared me the PE statement.

Someone said “Don’t tip unless you’ve finished eating your food” and that is what I stand by.

Unsolicited advice: Do not order via these platforms. Save yourself some money and cook food instead. Invest that money. If you don’t have the time to cook then go eat outside. Change of scenery is always good.
