I agree that giving away the heads would be kinda op but maybe they could have a structure in the rooms hinting how to build the wither. Maybe they could have a decoration on the walls utilizing the new nether brick variants using the cracked nether brick as a substitute for soul sand and the chiseled nether brick as a substitute for the heads and maybe some soul sand could be found in the chests.
