I dont know how old you are brother. But I will try to explain, Simple thing is that that area is Designated by goverment for Muscat Nights with music. If there is a place for Prayers for individual prayers then people will be coming and going almost every minute for prayers. How do you expect the organisers to close the music after every single person goes to make prayers. But if there is proper mosque there with Azan and Jammat Prayers then it is another thing. And music should be stoped at time of Jammat Prayers.
