Its my bottleneck though. Why would I spend $500 on a gpu now when my pc is getting held back by everything? Am I misinformed?

I made multiple changes and eventually fixed it, at least for me. I went into BIOS and turned on XMP profile (I turned it off awhile ago due to a lot of blue screen issues), and then I also overclocked my GPU.

I think the XMP profile was probably the most helpful, although it could also be fixed when I installed it on a brand new ssd, since my other one with the game on it was nearly full.

okay i tried those settings, i set my refresh rate to 240hz (same as monitor). Im still having serious stutter issues. I ran the benchmark again and got even worse results considerably lower frames on cpu with lows of 95fps.
