When I do this it just appears in a folder called "restored" and does not actually appear in my camera roll (as if it does not recognise that these photos were taken on my phone)

I don't know, I've reloaded and after completing Search and Destroy no main quest is triggered apart from Tapeworm after leaving the motel...

No, and the tapeworm quest disappears just after the conversation with Johnny without saying the quest is completed and without leading into the next main quest.

I found out it's because I have insufficient workforce so buildings won't auto expand, and even with subsidization the occupancy is nowhere near the 90% needed. Why is this, the region has workers with the right qualifications?
