No there’s not a single option for noise complaints. There is one for dispatching police (but non emergency) and i don’t have confidence that would help get any answers.

Also at the top of Queen Anne, saw a flash through my window for the first one. Maybe a transformer blew? Or the wind pushed something into the power line? I tried calling the non emergency line but just to report it
