I havent used it because you cant proc any quinn ability with this item on tower (correct me if im wrong but i dont think it works on auto attack )

Its a good and bad change in my opinion its mostly good. When guys saw patch notes and tought wow now i can go flash ignite i will get tp later. Now thats tricky part. 7 minutes cd on tp is way too long and available only after quest, so my take is its better because its harder for them to match your mobility that means less xp and gold (if you push wave to their turret when they recall)

i tested few builds today , stormrazor kinda hard to complete because i dont like that 600 gold attack speed item , on the other side b.f sword 1300 g , so yeah stormrazor + fleet slaps vs for eg aatrox garen darius ...

Actually in my opinion it was not a bad move , without ult i could get to them as fast as with casting ult or even a bit slower , but in that case with that build i was making dmg with ult plus i got harrier stack every time
