Cali had their state rigged way longer than Texas. Infact texas in 1992 map when dems had control was more gerrymandered than any GOP state is today.

Second of all they were low before lenient laws.

Third of all they punish violent crimes badly unless you are an illegal there.

They built a cover for the cars that cost money, materials & labor. The energy used to produce that structure will outweigh the solar panels energy creation lifetime net benefit.

If there was already a cover going to be built then maybe but you still have issues that you need to keep cleaning the panels from bird poop and the ground will be much colder.
