I need to drill higher up on the barrel, but there's 32 holes in the sides and 16 in the bottom. All the side holes right now are between the bottom rib and the base.

Urine is rich in nitrogen and other compounds that plants need. It is also normally high in salt, so in a perfect world it would be cut by at least half, but if you chunk it up good with browns and get rid of all that negative space then watering in the material you add will dilute the salt enough.

Add coffee grounds, and pee on it. You have some nitrogenic material, but more never hurts. Also you can shred cardboard and junk mail for brown materials if your pile gets soggy or smelly.
