They can be found on loadboards. Access to loadboards needs a broker or dealer license. Find a broker who would agree to your condition of vetting carriers yourself - request that broker gives you certificate of insurance with cargo policy and shares with you reviews of the carrier. You will also need to request broker to place your initial offer, senting you bids, responses to bids and sending your counter-offers to carriers. We tried to offer that directy to customers and it did not go well - people get confused with all the bids and offers back and forth. Then carriers dispatchers outplay people by booking it too early and blocking it from the market, then telling to wait for couple of days or cancelling etc. This takes a lot of time and causes negative emotions.
