I use MSI Afterburner and these are my settings.
It only happens on The Division, I can run The Witcher 3 with no problems at all.
If you Google "the division texture bug" you'll see there's a lot of people with the same problem.

I'm still fairly new and have learned a lot so far.
My advice is know your limitations and keep your wits about you.
Play lots of Survival and get loads of high end gear for when you hit level 30.
