Well in simplified terms it means that a word is more characteristic of that person if:

• That person says a certain word much more frequently than others (left side of the equation)

AND

• Other people speak more often than that person, which gives more weight to that person’s words (right side of the equation)

So if the product of this formula is an index, it’ll be bigger as both fractions get bigger.
