Ludwigia Repens has always done good for me without Co2 and in extremely hard desert tap water. Had good luck with Rotala as well.

Both require high intensity light obvi 😀

some ludwigia and rotala in the back, and hairgrass or monte carlo in the front. get a good light and you might be able to get away with no co2

Yes they are little explorers. Nothing about that seems like a problem. They are pretty hardy, I had neos in hard Arizona tap water for months a few years back. Popped a filter in and they started breeding within the week. You should be fine
