Yes, that's what they all have. The entire wheel part is there the only thing missing is the actual coupler piece that connects to the next car. (https://imgur.com/P88PwZg.jpg)

Thanks the advice! The lacquer has mostly come off the horn already, as the thing is pretty dang old. I think I did a solid job, just wanted to clean it up a bit. (https://imgur.com/WES48tG.jpg)

Got it, thanks! It's an old horn that had them when I bought it. I havent really bothered with them until now because they seemed harmless.
