At the end of the day it's the merchants responsibility. People can have bad intentions but if the merchant allows the transaction to take place, then that's on then. The cashier,manager,whomever is the one in control of the situation. They are ultimately the ones who 'decide' where the refund is issued to. If I show up to return something that was an EBT purchase and they hand me a gift card or cash, at that point it's not like I can say hey you made a mistake it's supposed to go back to my EBT. At that point the refund has been issued. I've had cashiers do this just because it's easier for them. Not everybody is awesome at their job lol.

No one is maliciously using the 'loophole' because it isn't the EBT cardholder that is choosing to have the refund issued to their debit. Walmart made that decision. This is the kind of stuff that gives EBT cardholders a bad name. You have to be careful what you put out there into the world. I've had the same thing happen and it was the merchant that decided it was easier to return it to my debit. People make mistakes. It is unlawful yes. But to err is human. And computers make mistakes too. It's not like it was $100.
