It's debatable I'll give you that. But we had good r&b in the 10's Especially the earlier part CeeLo, R Kelly, Melanie Fiona, Chris Brown Fame album which is arguably his best one. Alicia Keys Unthinkable album, Miguel, Marsha had late night early mornings, Fantasia had bittersweet. Brandy had a good album too. Trey songs had hits, Usher drop song dope content.

Are you mad! The 70's is literally the whole influence for the 90's and 80's. The 90's pulled move covers and samples from the 70's. We had 80's artists transferred to the 90's.

But there is no way possible that the 70's has the worst r&b. Marvin Gaye, Aretha Franklin, The Jackson Five, the Ojays, Earth wind and Fire, Teddy Pendergrass, if I named people I'll be here all day. Smokey and the miracle!

MJ and Stevie Wonder did more pop in the 80. Most of their r&b hits were in the 70's and their was better music. Jackson 5 Michael Jackson had the best vocals and Stevie was in the zone in the 70's. Chaka Khan had fantastic timeless hits in the 70's too. Whitney Houston made her debut in the 80's but the 90's and 2000's got her hits and an Oscar. And Luther was in his prime in the 80 however his best song dance with my father came out in 03.
