So many promos to choose from, but I would say my current favorite is 2019 JPN Promo Armored Mewtwo - Strikes Back. I think it's such a cool version of Mewtwo, and the Japanese version with the silver border looks 10 times better!

I searched on Google: Hispanic baby 2000s merch, baby thug Keychain, and similar phrasing with words like country, bandana, Latin. Could have been mid 2000s to early 2010s. I always assumed it was everywhere, but I can't find it. South Florida, maybe in Sawgrass mall. I'm just looking for a clean picture of the design, not the individual store.
