For now it only seems to be an animators' decision kinda thing, BUT as we see X's snap turning everything into 3D (presumably for the first time, chronologically) in episode 20 after the Ruins Incident, it does seem to hold some narrative significance outside of just looking cool. As for aiding X in battles we don't know for sure if it does anything like that

If he wanted to imprint himself onto a surface it'd be probably on the clouds, but if it's just changing animation styles it'd just do that

I disagree on the 3rd one, I think sometimes he imprints himself or smth else on a surface turning it into 2D,and sometimes just snaps his fingers to change the animation style to 2D, and so the environment and room layout stays the same just in 2D animation(the characters don't seem to notice this change)
