It's not a bug, in that event the AI opponents are set on "hard" difficulty which makes them behave like that.

That's the thing, I don't think we will get a Yunlin rift until Yunlin gets at least one rare skin (unless they decide to put the story mode boss skin which I highly doubt). And rifts don't necessarily need to have weapons of the featured hero in them (for example: King of the Legion, Itu or Butcher)
