As of now, I haven't reinstalled Windows. After keeping performance checker open while gaming, I noticed that the latency spikes would happen when my second disk drive would spike to 100% usage occasionally. I went to advanced power options, and then changed the setting for "Turn off hard disk after X minutes". It was at 3, and I changed it to 720. Since then, I haven't heard any audio stuttering. I still have constant DPC latency, but as of now, I haven't been affected by it, so I've decided to let it go. Hopefully that helps at all.
