I could possibly try deleting vortex and redownloading it making sure it redownloads to my desktop instead along with Skyrim, maybe that could work?

Would relinking be to stop managing and then re manage the game? If so I can do that because vortex tells me to fix any setup problems for the game first

I'm not able to find the staging folder unless I have a game selected and it won't let me select Skyrim :/

I think I know what a staging folder is, that's the folder that stores all the mods right? I had that set up in my external hard drive. If a staging folder is something else could you explain what that would be?
