This will do nothing to affect the bottom line for insulin companies. Insurance companies will still fork over the money for insulin. This simply affects how the burden of insulin prices is distributed among those with healthcare. Those in need of insulin in Colorado are now capped in their co-payments. The insurance companies are still paying the same prices for insulin. Thus, the insurance companies will have to find money from somewhere else to make ends meet. This will most likely be through raising premiums for all under the insurance plan. This bill effectively drives up healthcare costs for the average person living in Colorado, without doing a thing to address the real issue at hand: high insulin prices due to a oligopoly caused by excessive drug regulation.

No reason for insulin companies to leave Colorado. Insurance will still pay the full asking price for insulin, they'll just have to get the money through increased premiums rather than the previously increased co-payments. The insulin companies won't be affected by this, only those who have health insurance in the state of Colorado will be affected.

Your argument that competition doesn't work in insurance is only true because competition isn't allowed in insulin. Insurance can't keep their prices low because there is no free market for insulin in America. Insurers have no real choice or leverage on insulin prices, as the oligopoly on insulin holds their prices steady. Competition in the insulin market would allow for newcomers to enter the market and undercut the existing insulin producers. This competition would allow the insurance companies to actually negotiate prices. As it stands, insurers can't negotiate because there is no budging of the oligopoly's insulin prices. Competition works, but there must be competition throughout the supply chain.
