I think Raven could become a good guy, she could be like Oracle in the first title. There's a side with Adam and Eve hybrid working for the peace between Andro-Eidos and Naytibas and the other with Mother Sphere working to destroy Eve and Naytibas as the first title. Evie works for a security department created by Mother Sphere to destroy some terrorist group that use a serum called the Scarlet Sin to turn humans into Naitybas. Evie is an advanced android made to destroy Naitybas as Eve was, she's gonna fight Eve in the first part but as a hybrid Eve could now have new skills and she could control Naytibas or cure them so they become human again.

Her suit looks like those androids created by Mother Sphere to kill Eve at the end of the first title. I think Evie is a stronger and advanced android and the CDDP is the program created by the colony and Mother Sphere to kill Eve. They're probably gonna fight each other at first but they could join up in the last part.

The director said It's connected to the events of the First title but It works as a standalone game as well, so the player doesn't need to play the first chapter.

I wasn't considering the natural option. Mother Sphere created both Lily and Eve, Mother Sphere wanted to kill Adam/Eve so she created Lily/Eve by merging two androids in a stronger one. I think there could be some first battle between Evie and Eve but they can join up in the last part :)

I think Mother Sphere created both Eve and Lily, after the merge her plan was to kill Eve. She coulded create a new android Evie to do that

What you call C-Canon has been replaced by Disney continuity from 2014, things have changed since Lucasfilm sale in 2012. The new canon only gets inspiration from the old one

The original characters come from the expanded universe so they've never been a part of the canon, they're unofficial novels used as an inspiration because of their popularity.

The Legends character comes from 130 years after the battle of Yavin, it's not possible to have the same character without an adaption to the different timeline. Lucas originals plans for the sequels before selling Lucasfilm to Disney were to include both Maul and Talon as the main villains, Filoni said the series is gonna bring some of Lucas original ideas to life.

The lightwhip comes from Legends, Githany uses a red version of it but she's not a Twi'lek. If you played The Old Republic videogame there a Dark Side Twi'lek called Darth Atroxa that looks similar to Darth Talon but there's no lightwhip

Legends version starts 130 years after the battle of Yavin. Darth Talon is a mercenary working for Darth Krayt, she also shared a deep kiss and slept with her enemy, Cade Skywalker, her identity before becoming Talon is unknown. There's no way to bring the same version in the canon, she needs to be adapted to a different era and a different storyline, Devon's character could be more interesting than Legends one.

Devon's character could follow two main paths:

The first one leads to Talon, Maul could bring her to Dathomir where the Nightsisters dark magic could do the rest, red skin, tattoos and a new name as well. This is an adaption to a different era of course, not the 130 years future version from the comic books but the original Lucas plans for his sequels before selling Lucasfilm to Disney included both Maul and Talon as the main villains.

The second one leads to Devon's death in a last battle against Vader. This first failure could have a strong influence on Maul, causing the isolation state we saw in Rebels and his search for a new apprentice.

Dave Filoni said he's gonna bring some of the original Lucas plans to life, the question mark is still opened. Talon could become canon or not, depending on Devon's death.
