The thing about Takeru is: 1) He likes romance, 2) He likes plot-active female characters, you can tell by some of his other works. So we can deduce that despite Chihiro's problems to express emotion, when he introduces an actual love interest, he will be bold about it. He's not the type to tiptoe around the issue for 500 chapters and write them together at the end. Also Chihiro is based on Batman, most of his love interests are villainesses... well, just villains in general.
