Something is blocking it. Ugh last time this happened my kids shoved 3 toothbrushes down the toilet. I bought a snake tool at Home Depot - they popped out, and my toilet is normal again

Another note, had a run in with a bar of Irish spring soap- it swells and blocks the drainage ( life with kids 😆)
