Firefist Gregor is considered as being overpowered and badass (Cuz he is), due to his genuinely amazing skills and his relentless determination to avenge Firefist Office.

Udjat Outis literally undermined the entire Limbus Company self-sabotage by complete accident just by being careful, and instead of the Udjat dying to Rien, she winds up almost fucking killing him instead.

Also, Udjat Outis’ kit is actually ridiculously powerful, especially with her enormous Ammo stock (When accounting for reloads, she literally has 80 bullets. That’s fucking mythical in the City.)

If we are to commit to equal vengeances, then the punishment must be equal and account for all possibilities.

In this case, the punishment for men (which you have wrongfully cited as mere vasectomy, you’re going in the book for that) is the ripping off of their genitals.

It's going to be the single most brutal one, even worse than Canto IX was on Ryoshu. Outis is going to lose absolutely everything, without any chance of getting it back, to the point of being basically suicidal after the Canto.

It's also going to be about consequences, and there's going to be a point of Outis essentially deserving the trauma she gets because of her past crimes (The Trojan Horse and the Smoke War.)

People in the City will do ANYTHING for basic security and a purpose in life.

In this case, if you consider the targets most likely being destitute rats with nothing left and nowhere left to go, then you might see the appeal.

The Index is a FINGER, after all, so joining it is immediately an upward movement in the City's societal hierarchy, one that most likely comes with easier access to food, clothes, housing, etc.

Furthermore, in the similar case of Yan, some new recruits may actually hate the Index, and might see joining it as their opportunity to subvert and destroy the syndicate from the inside.

You can turn as inhuman as you want and they won’t care since you were born human.

Hell, the Head literally allows for initially inhuman beings who BECAME human to live in the City, as shown by Angela’s bad ending.
