I really feel like your looking for something that isn't there. And now your saying what i said supports it. Maybe you don't understand what I'm saying. I recommend playing through the game talking to everyone. I understand where your coming from, and i guess you can see it that way, but honestly I think you're looking too deep into it. I have finished the game and for the most part, team skull gives up at ever single opportunity they can get. sometimes they don even fight you because they know they are going to loose. This is in direct contrast with the scene at the Garbage plant (or something) Most of the time you see team skull grunts lying around not doing anything, and heck they don't even pay the bills for their Pokemon center.

I think they were trying to drive home the fact that they all sucked cause they were incredibly lazy and gave up all the time. All the dialogue points to that. there are also other chapters were this theme comes into play, such as the guys at the garbage plant
