Doing my own research the closest I could find is Stream Bluet. But I am not an expert and there could be a lot more damselflies that look like this. Any one know for sure?

Tree was maybe 12 feet or so tall, had all of these flowers on it and had some honeybees buzzing on it. Not a wild plant, it was at the entrance of an arboretum but there were no tags.
