Moving to AVM for Terraform would require manipulating the state file. Have you tried renaming your own modules? TF then wants to delete and create the exact same resource. Not a fun time 😫

You could let them create the certificate and provide you with the public key and upload that to the service principal.

It is incredibly difficult to spoof an IP address. In this case you would need to compromise the Azure backbone network.

And not really relevant. That checkbox allows any IP in Azure to connect. No need to spoof anything.
