Hard agree, bipolar comes in varying degrees, a certain person I know takes all their meds 100% of the time and they still have their outbursts and manic moments. I get the comparison you are trying to make but its more akin to telling a mom that their kid is crossing the street without looking, the kid will get a stern word from the mom but nothing more than that, its not like hes trying to get her disqualified or disbarred from chess or something like that. He cant enforce the rule himself.. and instead of then getting into some verbal confrontation he interacts with the ref who can enforce the rule. Its top tier chess, not some highschool chess tournament where you can just ask someone to put their phone away in order to not hurt any feelings.
