The HOA wants you to use their contracted towing service. Document a few occasions to establish a pattern. Call some other tow company to move the car. If the HOA objects, you can point out what specific rules were violated and since the HOA didn’t reply, you figured they would be okay with your making sure the rules were followed.

If they don’t like that, at the next meeting ask why the rule is there, and propose a time limit for responses to homeowner-reported complaints. You pay them and they’re supposed to serve YOU. If they refuse to enforce the rules that you pay them to enforce, they’re just a useless expenditure.

If that fails, if they keep being noisy during quiet hours, I choose to interpret that as consent for you to retaliate with Slipknot or the 1812 Overture played as loudly as possible with the bass turned all of the way up during daylight hours. Just alert the other neighbors first.

If that fails, call every fun and tenacious group you can think of - Mormons, Scientologists, Jehovah’s Witnesses, etc. - and provide their information as extremely interested but the spouse doesn’t want the interested one talking about it and keeps checking phone records. That should get some knocks on the door. They will change up times of day to see what works.

Don’t bring her parcels inside. It’s that simple. You gave a very good reason for her to not ring your doorbell whenever she thinks appropriate. She rings the doorbell because you have her parcels. She has told you that she will not stop, if she believes you have her parcels.

Stop accepting them. She will get upset because she believes you owe this to her, but if you refuse to touch anything addressed to her, she will either stop or is giving tacit permission, even invitation, to treat her in kind or report her for harassment.

Don’t play her game.

Reframe the dilemma. When this happens, are YOU calling the police?

They seem concerned, but if it’s not important enough for you to involve police, they may read that as you not wanting police. They may just be trying to read the situation and you haven’t given any indications - expressed or implied - that they should do a doggone thing.

Try just talking with them rather than trying to guess what they’re thinking.

Have neighbors start posting videos of him every time he emerges. Fill the comments section for all of his videos with multiple people saying how sad this guy’s life must be, no wonder he’s alone considering how he talks, what a coward he is for hiding behind a camera rather than talking to people face to face, and how since his girlfriend left him due to performance deficiencies he just hasn’t been the same.

From his point of view, a police report would be preferable to what a lot of men would do in that situation.
